The American Academy of Diplomacy and the Una Chapman Cox Foundation have issued a report (January 2021) that explores the issue of how to change the risk paradigm for US diplomats working in high-threat locations. The Executive Summary of this recent report highlights three ways to change the risk paradigm for U.S diplomats:
1. Change the language and structure of the Accountability Review Board (ARB);
2. Identify best practices and new techniques for operating in high-threat locations; and
3. Change a culture of risk aversion that has developed over the years.
